TEAM PURPOSE:

To optimally contribute in achieving strategic objectives of OGBs Girls Education Programme aiming at ensuring equitable access to quality education for girls, particularly those living in poor rural areas where incidence of violence against women is also high.


JOB PURPOSE:

The Program Officer would ensure all PIP and project based compliances including OPAL by ensuring timely work management as per OGB policies for partnership management. The program officer will be responsible to bring in quality dimensions in various projects through close field monitoring and respond to community and partners needs within the core ambit of OGB policies and rules. This position will ensure that most marginalized girls/women groups become better engaged in community processes and decision making and raise organized voice to seek their rights.

Recognising the gender inequalities and womens marginalization in Pakistan, Oxfam GB has chosen to make Girls Education program as one of its four strategic pillars of its work in Pakistan as outlined in our National Change Strategy (NCS). Therefore, the Program Officer Girls Education is required to have full understanding and ownership of Quality Program Delivery ensuring value addition in all critical stages of PCM keeping effective partnership management, gender, accountability and transparency to the forefront In doing so, the PO is specifically expected to:

  • Work closely with the Girls Education team and broader Pakistan team to contribute in strengthening Education Governance issues.
    Work closely with various inter- departmental functions for program management to ensure timely coordination and compliance around various stages in the Program Cycle Management.
  • Work for all projects under OGBs Program Implementation Plan (PIP) and meet the high standards of quality and compliance from operations, system compliance, donors commitments and obligations, set targets/milestones with optimal engagement of beneficiaries at all levels ensuring the voices of poor women, men and children are heard and fed back in program strategies and implementation plans.

DIMENSIONS:

  • Contribute to the development and execution of the well defined and approved work plans for Girls Education programme within the broader parameters of approved strategies, plans and budget.
  • Providing program centred and operational input and skills to t team and partners to achieve the challenging goals and objectives under PIP.
  • Provide support to DPM in exploring linkages to ensure networking and laisoning with stakeholders including district government officials, other civil society organizations, media, lawyers, LG representatives etc.
  • Ensure systematic ways of data base management to explore and sustain program linkages even under strategic partnership MOUs.
  • Analysis and developing/ establishing systems to ensure information flow both internally and externally with other national and local networks working on gender issues.
  • Required to make sound judgements regularly within agreed processes using a good understanding of the team and program policies.
  • Communication largely with internal staff, (from time to time with international visitors to Islamabad) but also with external contacts / target audiences i.e. OGB partners, campaign allies and communities
  • Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported within line management or the programme team.
  • Ensuring agreed programme/campaign plans are being implemented by the field team and allies through regular monitoring, line management and analysis of the locally relevant context

KEY RESPONSIBILITIES:

  • Extending support to Programme Manager and team on project design, development, management and implementation
  • Support with concept notes, proposals, LFAs, implementation plans and budget development and management.
  • Support on partnership management.
  • Extensive support in terms of monitoring and evaluation, highlighting issues of concern, sharing key findings and suggesting improvements/solution to issues.
  • Ensuring and supporting adherence to systems (especially MEL and OPAL)
  • Supporting the interventions designed for improved learning and knowledge accumulation through documentation of the learning and their analysis stemming from monitoring visits, in order to make critical inputs for project implementation.
  • Attending meetings organized by partners of the local administration (DCO, DPO, District Nazim, Naib Nazim) and other NGOs on Education project.
  • To review proposals and progress reports and ensure maximum benefit of activities and budget under Education programme to disadvantaged Groups at grass roots.
  • Contribute in timely and quality reporting on Education Programme to Oxfam GB and other donors.
  • Preparing terms of reference for consultants and management of consultancies in education
  • Extending administrative support if need be, and also to guide/advise on budgetary and financial matters to partners in consultation with Programme Manager (Gender Equality).
  • Support in impact assessment/research/baselines and evaluations of Education projects at the given geographical area of responsibility.
  • Producing clear and quality reports that demonstrate accountability.
  • Appraising the project activities, progress reports (both narrative and financial) and streamlining the partners work and documentation.
  • Facilitating capacity building process of the partners
  • Review / comment on any qualitative surveys, studies by partners.
  • Delivering any other responsibility designated by (Programme Manager Gender Equality Unit) or Programme Officer Education from time to time.

SKILLS AND COMPETENCE:

  • Masters degree in social sciences from a recognised university.
  • Significant experience in initiating and managing projects/programmes experience of education projects will be an added plus.
  • Experience of working in team structure.
  • Excellent coordination skills.
  • Strong commitment to gender equality and social justice.
  • In-depth understanding of education, in national and local context of Pakistan.
  • Fluent written and spoken English and urdu; proposal and report writing skills, monitoring and evaluation skills and experience.
  • Expertise in Project Cycle management including strong financial management.
  • Excellent communication and interpersonal skills.
  • Ability to link with other players in the development arena.
  • Proven Knowledge of computerised systems; high degree of computer literacy and word processing and spreadsheet skills useful.
  • Ability to work under pressure, prioritize will and commitment to meet deadlines.
  • Ability to travel extensively especially to remote and disaster prone areas in Pakistan.
  • Experience in and the ability to train people.
  • Commitment to the aims and objectives of Oxfam.
  • Potential and flexibility of attitude to learn.
