Job Description:

Key Result Areas

Assist in ensuring that IR becomes a self correcting organization through planning, benchmarking, monitoring and evaluation

Assisting the managing authorities in monitoring and evaluation of various activities of programmes

Main Tasks Responsibilities

Develop benchmark standards that are best performance measures for any activity

Develop performance indicators to increase emphasis on qualification and targets

Promote understanding of evaluation process within the organization

Establish role and responsibilities of programme unit, department management and monitoring and evaluation staff

Review all departmentally prepared and contracted evaluation reports before their further dissemination

Ensure that programme undertaken by the organization are mission driven, outcome focused and efficient

Certify that new initiatives are result of planned activities which provide a clear statement of programme goals and objectives, phased programme implementation steps and desired outcome and performance measures

Monitor programme implementation to ascertain the degree to which target population have been reached, whether the service delivery consistent with the project planning document and what resources are and have been in service delivery

Keep track of all projects and programmes monitoring and evaluation schedule and work with base staff to design and implementation monitoring and evaluation procedures

Play an advisory role in conducting a cost benefit analysis of project

Participate and provide technical input to the monitoring objectives of the organization on a regular basis through meetings

Adopt top down (linking indicators to objectives) and bottom up (capturing main programme activities) integration process

Regularly travel and conduct field visits for efficient monitoring

Ensure that programme or outcome evaluation accesses the extent to which planned activities produce the desired outcome among the target population

Conduct selected departmental monitoring and evaluation and provide suggestions for various plans within the organization

Communicate departments evaluation priorities for subsequent years

Design evaluation to ensure minimum disruption in delivery of service or departmental operations

Carry out interim evaluations on a regular basis ensuring outputs are shared to those concerns and concrete action plans are devised and followed

Ensure that follow up procedures are in place and are regularly followed

Organize monitoring and evaluation trainings and workshops for staff capacity building

Monitor and evaluation the efficient and effectiveness of these trainings and make necessary adjustments

Prepare evaluation reports that are well organized and take responsibility to disseminate reports in a timely manner to take all stakeholders so as to encourage support and follow up

Ensure that the recommendations of the evaluation reports are followed
