Job Description:
Specific responsibilities include but are not limited to:
  1. Ensure the achievement of the CESSD III annual work plan activities in the assigned district in a gender sensitive manner.
  2. Supervision and engagement in preparation and implementation of the district level activities. This includes monitoring and supporting the SSC related field level activities and implementation of the district government related activities.
  3. Manage the CESSD District Office in accordance with CESSD policy and procedures, including the CESSD staff gender policy.
  4. Supervise and support Assistant District Program Officer/s (ADPO/s) in the implementation of annual workplan activities.
  5. Ensure compliance with the CESSD gender equality strategy, policies, operational manual and guidelines.
  6. Facilitate the development and ensure the implementation of district specific gender strategy/ies led by gender section to implement the CESSD gender strategy.
  7. Undertake and implement joint work planning at district, tehsil, and circle levels with SSCs, its network/s, and district stakeholders including partner department/s and implementing partner/s.
  8. Oversee and provide technical assistance in the implementation of plans and activities of respective implementation partner/s, including in gender equality.
  9. Participate in district level coordination meetings to represent CESSD work - e.g. social accountability, gender-responsive governance, and overall capacity development of elected and appointed officials.
  10. Ensure provision of timely and regular information to the management at head office level – e.g. activity report, gender-responsive monthly work plans, monthly monitoring and progress reports, special reports, management reports, and other information required by managers including monitoring and reporting section.
  11. Coordinate with CESSD head office colleagues through the Field Program Manager/s to facilitate the development and capacity development of district partners and stakeholders, including in gender equality considerations.
  12. Work on developing synergies and linkages creation. This includes maintaining very close relationships with both elected and appointed local government officials and other projects and NGOs working on community development at district level.
  13. Regularly travel within the district to the facilities and communities to monitor the field activities. Maintain district gender disaggregated data base (facilities, SSC profile, development and implementation status of the facility/scheme development/improvement plan). Facilitate exposure visits from other CESSD districts and sectors.
  14. Provide support in gathering baseline and all additional data needed for monitoring and evaluation, including gender-disaggregated data.
  15. Coordination with focal person for CESSD in IP/s and other stakeholders for effective implementation of the project interventions.
  16. Ensure the effective implementation of the CESSD customitized sectoral gender analysis and guidelines under overall CESSD gender equality strategy at the district and field levels.

Carry out such other tasks as the Head Office may determine are necessary.

Mandatory Prerequisites:

  1. Masters degree in social sciences or related subject.
  2. Minimum 5 years experience in community mobilization.
  3. Experience in multi-stakeholder coordination and networking.
  4. Demonstrated commitment, belief and experience in gender equality.
  5. Excellent interpersonal communication skills.
  6. Strong hold on word processing in MS Word and statistical analysis and processing in MS Excel
  7. Strong Urdu, Pashto and English writing and speaking skills.
  8. Understanding of local sociocultural context
