Job Description:

PURPOSE


This position leads and controls the S&BD department; Administers and undertakes corporate planning, including framework, process & calendar; Coordinates for formulation, development and implementation of strategic targets (short-mid-long term) and strategies aligned with approved organization’s future directions as per Strategic frameworks; Devises and implements business development activities including building the consulting business for PSDF and attracting multiple local and international donor agencies to diversify the PSDF donor base; Manages special / standalone projects; Establishes, maintains and fosters long-term relations with Donors / Organizations. These responsibilities are carried out WITH the objective to successfully achieve defined corporate strategy targets, effectively generate targeted donation & revenue lines and optimally achieve allocated S&BD targets WITHIN the limits of established company policies and procedures, departmental objectives, directions from CEO & BOD, Donner’s guidelines, Project Scope.


COMMUNICATION


External


Funding Donors: Frequently interacts to establish relations, promotes PSDF’s profile, educates about PSDF’s programs, success stories and advantages. Persuades and convinces to issue funds to PSDF.


The communication challenge for this position is to convince funders for working with PSDF thus this position requires position holder effectively pitch optimal prepositions to persuade and convince funders based on PSDF’s profile.


Organizations: Regularly interacts to establish relations with Senior Management of potential Private / Govt. organizations, promotes PSDF’s profile, educates about advantages and persuades for working with PSDF. Discusses potential business possibilities. Understands requirements, shares and explains proposals, negotiates and finalizes technical & financial terms in consultation with CEO.


The communication challenge for this position is to convince Private / Govt. Organizations for working with PSDF thus this position requires position holder effectively pitch optimal prepositions to persuade and convince Organizations based on PSDF’s profile.


CERP and Research Bodies: Interacts to undertake impact assessment studies, operational plans and knowledge management cases, sector studies.


Consultants: Interfaces for different studies and development of strategies to expand the role of PSDF. Discusses various potential areas to understand industry requirements (market research) with regards to trainings and development of workers.


 Internal


Program Development: Liaises with Program Development to structure programs as per funder’s / Corp. Organization’s requirements. Shares funder’s / Corp. Organization’s feedback about program and seeks support for finalization of programs.


Marketing and Communication: Liaises to disseminate information related to PSDF programs statistics and coordinates to publish program related information on different platforms.  


MINIMUM REQUIREMENTS


Education & Relevant Experience :


Masters with at-least 8-10 years’ experience of Strategy Development and implementation and New Business Development in the private sector inclusive of 2 to 3 years of managerial experience in a reputed organization.


Knowledge



  • Good understanding of PSDF’s policies & procedures and TVET sector its dynamics and trends

  •  Demonstrated knowledge and experience in developing research based policy and strategic recommendation to senior leadership;

  •  Strong understanding of strategic frameworks, approaches and knowledge of developing a business plan

  •  Strong project management skills and proven experience of managing all dimensions of complex projects

  •  Exceptional business development and relationship management skills and demonstrated experience of developing new projects and lines of business

AREAS OF RESPONSIBILITY


Research & Knowledge Management 


Designs & develops research methodology with tangible research goals; Identifies the hi-growth economic sectors based on market research; Collect information on the future project of Government of Punjab in the next five years  and estimates skill requirements for respective sectors; Conducts value chain, sector and cluster analysis in order to support PSDF in developing innovative schemes; Performs SWOT analysis of PSDF in consultation with CEO; Shares research insights, past performances, achievements and highlight growth areas and presents findings of SWOT analysis to senior management during corporate strategy development exercises  with a view of past performance, potential future outlook, budget requirements, stakeholders input and finalizes the plan with the support of team; Consolidates and formulizes 5-year corporate strategic plan for final approval of the management; Floats approved 5 year corporate plan to all HOD or further use; Monitors the execution of devised strategies and takes necessary steps in case of deviation from the shared course; Presents annual report on strategic targets achievements (planed vs. actual) and seek management’s direction for appropriate actions.


These responsibilities are carried out IN ORDER TO effectively ensure that future directions and plans are in-place for achievement of Mission of the organization.


Strategy Development 


Formulates policies, SOPs, frameworks and models of Strategy Management; Discusses, improves and finalizes same as feedback of Supervisor and seeks approval of same from Supervisor; Administers 5-year corporate strategy planning process; Administers annual strategy development process, circulates templates & forms, educates HODs / Managers about these templates, responds queries and shares schedule for submission of templates; Coordinates with CERP & other consultants for impact assessment and market research; Maintains knowledge base of required research and publications to aid strategy development; Shares required information with respective HOD to enable strategy development aligned with 5 year future plan; Follows up for timely submission of Strategy Development templates by all departments; Clarifies queries with respective department and guides subordinates for consolidation of all data; Reviews consolidated templates and organizes strategy finalization meetings of HODs with CEO; Floats approved strategies / milestones and operating plans to respective department and monitors implementation of strategies as per schedule finalized in operating plans; Ensures compliance with approved strategies; Highlights variance and coordinates with respective department for actions to fix gaps; Reviews consolidated strategy implementation progress report and presents the same to Senior Management; Facilitates & provide support for resolution of escalated queries.


These responsibilities are carried out IN ORDER TO standardize strategy development and implementation mechanism / SOPs, ensure roll out of same and track progress of approved strategies of all departments.


Business Development


Leads identification of potential donors based on market research; Research and understand future growth plans of Donors and estimates future needs; Coordinates with the Government departments (PBIT, Planning & Development department etc.)  for identification of trends of economic growth, local and foreign investment, infrastructure commitments for the next five years; Interacts, establishes & fosters long-term relationships with Senior Management of Donors; Promotes PSDF as an organization and generates opportunities of donations; Pitches organizational idea of trainings, success stories and persuades Donors for working with PSDF; Promotes PSDF’s profile to Private & Govt. Organizations and persuades to outsource skill training function to PSDF; Responds queries of Donors and Organizations; Understands skill training requirements of interested Donor / Organization and explains same to PD and coordinates program designing; Educates Donors and Organizations about programs to convince them for working with PSDF; Designs terms of MOUs as per CEO’s instructions and Donors requirements; Participates in final contractual negotiations with  Donors / Organizations; Understands special project requirements (initiatives or donors requirements); Develops project scope of work and seeks its approval from CEO; Formulates project plans for on time, to specifications and within budget completion of project and seeks approval of the same for testing of piolet projects; Implements approved project plans, tracks progress as per approved plans, takes necessary action in case of variances and ensures successful completion of projects;  Acts  as a PMU for monitoring of ongoing projects and activities as per plans.


These responsibilities are carried out IN ORDER TO optimize business development initiatives, generate new donation / revenue lines for PSDF ensure successful achievement of Strategy & BD.


Relationship Management


Establish close rapport with senior management of key Donors; Participates in events organized by the Donors; Designs and implements Donors engagement and communication strategies and tools; Provides support and facilitates to respond queries of Donors; Persuades for renewal of funding for PSDF.


These responsibilities are carried out IN ORDER TO deliberately maintain business relationships and ensure  renewal of funding and achievement of allocated targets


People Management


Provides effective and inspiring leadership to direct reports; Ensures parity among subordinates with regards to learning and growth opportunities; Helps creating a conducive working environment to build and sustain an engaged and committed team; Creates a sense of purpose and self-fulfillment among subordinates; Crafts the need for empathy when necessary; Delegates the responsibilities to the direct reports; Keeps the team emotionally aware, sensitive and open to accept planned organizational changes (if any) for the greater good; Leads by example, motivates and maintains a competent and high performing staff, capable to meet current and future needs; Identifies training and development requirements of subordinates to take future roles; Manages performance of direct reports through objective setting, continuous support, feedback and formal appraisal; Coordinates with HR for recruitment of new talent; Handles administrative issues related to HR i.e. conflict management, grievances handling, disciplinary issues etc. of the team.

Company Description:
Punjab Skills Development Fund (PSDF) is a not-for-profit company set up under the Companies Ordinance 1984 by the Government of the Punjab in collaboration with Department for International Development UK. Established in 2010, it is a GBP 50 million training fund set up with the objective of financing 135,000 individuals by stimulating a market for training services. PSDF aims to provide quality skills and vocational training opportunities to the poor and vulnerable populations of all the 36 districts of Punjab in order to improve livelihood prospects for them. PSDF initiated its operations for the residents of four districts of southern Punjab i.e Bahawalpur, Bahawalnagar, Muzaffargarh and Lodhran. In 2016, PSDF’s geographical coverage expanded to all the districts of Punjab: Attock, Bahawalnagar, Bahawalpur, Bhakkar, Chakwal, Chiniot, Dera Ghazi Khan, Faisalabad, Gujranwala, Gujrat, Hafizabad, Jhang, Jhelum, Kasur, Khanewal, Khushab, Lahore, Layyah, Lodhran, Mandi Bahauddin, Mianwali, Multan, Muzaffargarh, Narowal, Nankana Sahib, Okara, Pakpattan, Rahim Yar Khan, Rajanpur, Rawalpindi, Sahiwal, Sargodha, Sheikhupura, Sialkot, Toba Tek Singh and Vehari. In these 36 districts, PSDF is pursuing its skills promotion efforts to achieve inclusive growth by focusing on employment intensive productive sectors. The Fund is providing resources to help private sector enterprises and partnerships develop and offer high quality vocational training courses. Through its multiple interventions, PSDF is also focusing on establishing a training market which responds to the training needs of individuals and various industrial sectors. Our funding and monitoring structures ensure responsiveness and quality of trainings from the private, public and not-for-profit training providers. It is important, however, to realize that PSDF is a funding body and not a planning or implementing agency. It aims to encourage efficient use of existing capital investments and assets to promote skills development through partnerships and innovative delivery methods.
