Job Description:

The consultant will provide the following services to CARE International in Pakistan:

  • Carrying out timely security risk assessments of CARE head office and field offices (Bannu)
  • Carrying out timely security risk assessments of CARE’s program locations and make strong recommendations to ensure safe humanitarian program operations.
  • Ensure the implementation of the CO’s standard operating procedures (SOPs) for maintaining secure operations for CARE staff members in field offices and field assignments. Assist the Country office to refine the SOPs for FATA program operations.
  • Support program implementation by satisfactorily undertaking liaison with government and law enforcement authorities (LEAs) to ensure safe movement of staff for CARE business and related safety and security risk.
  • Ensure that the field offices are fully secure with appropriate orientation and oversight of guards.
  • Vigilantly assess safety and security threats and risks to CARE and disseminate these on time with appropriate recommendations/advice to staff.
  • Report to the Director External Relations and CD of any instances of staff non-compliance to established protocols or procedures and provide recommendations for corrective actions.
  • Oversee and ensure safe staff movements for CARE business.
  • Provide short daily progress updates and weekly progress reports to the Director External Relations, Field office management etc.
  • Ensure that all the program operations are carried out safely.
  • Understand and comply with all CARE International and Pakistan safety and security policies, protocols, humanitarian principles, programming principles, CI PSEA Policy, CI Gender Policy and Core Values.
  • Monitoring of CCTV of Bannu office.
  • Monitoring of Vehicle’s to FATA and elsewhere.
  • Sending security and safety alerts to all staff by SMS and email.
  • In case of an emergency will provide first aid to any staff member in need.
  • Monitoring of vehicle daily checklist to ensure that all fleet is in excellent condition. 
  • Any other task assigned by country director or line manager.

Intermediate

II.                  Experience:

Experience of serving in LEA’s / Safety and security officer in an NGO- 5 years

III.                Others:

  • Age- should be less than 45 years on July 30, 2018.
  • Must have a fair knowledge in safety and security.
  • Should be able to prepare reports in MS word/Excel/outlook/power point.
